Wacky Tabacky

Harry Brawner had a problem: he smoked too much. Oh, and he robbed stores and was an imaginary millionaire. But that doesn't matter a bit. Case dismissed on account of he's half-cocked from the tabacky. 60 smokes a day to be exact. Ship him off to Eloise.

I'm guessing that they kept him away from the spoons, chisels and machine hammers or else we'd have heard from him again. Of course, with the tobacco farm at the asylum the smoking privileges probably soothed his frenzied mind.
