End Insane Treatment Via Attrition

The Citizens Research Council of Wayne County had an ingenious idea for ending the mental health care program at Eloise: let them all die. Since there were 1,600 patients in any given year and an average of 250 died annually the program would end naturally in under a decade if the in-flow was cut off. Crazy, eh? So the next time you want to blame Ronald Reagan for letting millions of mental patient loose just remember that groups like the Citizens Research Council were plotting decades beforehand to end the financial drain on county governments.
